(I looked towards the mosque), and saw the people offering the prayer. Aisha said, "Subhan Allah." I said to her, "Is there a sign?" She nodded with her head meaning, "Yes." I, too, then stood (for the prayer of eclipse) till I became (nearly) unconscious and later on I poured water on my head. After the prayer, the Prophet praised and glorified Allah and then said, "Just now at this place I have seen what I have never seen before, including Paradise and Hell. No doubt it has been inspired to me that you will be put to trials in your graves and these trials will be like the trials of Masih-ad-Dajjal or nearly like it (the sub narrator is not sure which expression Asma' used). Der weltbekannte Wirtschaftswissenschaftler Mancur Olson (Universität von Maryland) hat in seinem preisgekrönten Buch „Macht und Wohlstand" (2000) dargelegt, dass Demokratien im Vergleich zu anderen Regierungssystemen generell Entwicklung und Fortschritt vorweisen. Olson argumentiert, dass es unter Anarchie lediglich den Anreiz zum Stehlen und Zerstören gebe, während ein Diktator bemüht sei, zu einem gewissen Grad wirtschaftlichen Erfolg zu fördern, sofern zu erwarten sei, dass er lange genug an der Macht bleibt, um selbst einen Anteil davon zu erhalten. In Demokratien beobachtet er (Olson), dass der Schutz der Bürger und des Eigentums zu größerem Wohlstand führt, da Führer an der Wahlurne ausgetauscht werden können. Olson sah im Wechsel zur Demokratie die Saat der Zivilisation, die den Weg zum Wohlstand bereitet. Dies schaffe wiederum Anreize für gute Regierungen, sich eher an den Wünschen der Bevölkerung zu orientieren. Eine andere Untersuchung hat Demokratie sogar als Voraussetzung für wirtschaftlichen Erfolg gesehen. Evan Rodrik, Politikwissenschaftler an der Universität von Illinois, argumentiert: „Demokratie ist die 'Meta-Institution', die hilft, andere Einrichtungen aufzubauen, und Demokratie ist die einzig geeignete Institution, um einen Erfolg zu erzielen."[i] Obwohl es keine allgemein anerkannte Definition von Demokratie gibt, gibt es zwei Prinzipien, die Voraussetzung für jede Definition einer Demokratie sind. Tatsächlich entwickelten sich die großen Industrienationen (die sogenannte 1. Welt) durch anti-demokratische Politik, und hier gilt das Argument, dass das Fehlen von Demokratie bei der Entwicklung geholfen hat. Als Wahlen ursprünglich in der westlichen Welt eingeführt wurden, waren diese beschränkt auf eine kleine Minderheit von Land-und Eigentumsbesitzern, mit einer ungleichen Zahl an Stimmen, abhängig von einer Aufstellung über Eigentum, Bildung und Alter. In den USA wurden schwarzen Männern erst auf Grund der Bürgerrechtsbewegung Stimmrechte im Wahlrechtsgesetz von 1965 eingeräumt. Obwohl ihnen bereits durch die 15. Verfassungsergänzung von 1870 – die es verbietet, jemandem auf Grund von Rasse oder Hautfarbe das Wahlrecht vorzuenthalten - erlaubt war zu wählen, waren die südlichen Staaten durch Festlegung von Wahlsteuern und Eigentumsvoraussetzungen seitens der Zentralregierung davon ausgeschlossen. Frankreich gab 1830 das Wahlrecht nur denjenigen über 30 Jahren, die 300 Francs als direkte Steuer entrichteten, was ungefähr 0,02% der Bevölkerung von 32 Millionen entsprach. 1848 kam das allgemeine Wahlrecht für Männer und erst nach dem 2. Weltkrieg war es Frauen in Frankreich erlaubt zu wählen – also weit nach der Industrialisierung. Japan führte erst nach der Militärherrschaft das allgemeine Wahlrecht ein, und sogar dann gab es eine von den USA gestellte Bedingung, die eine Machtverteilung weg vom ursprünglichen Regime forderte. Die USA sahen, dass es richtig war, 1952 Japan das volle Wahlrecht zu geben, brauchte aber weitere 13 Jahre, um seiner eigenen Bevölkerung die gleichen Rechte einzuräumen! Im Jahr 1800, das als Höhepunkt der britischen kolonialen Überlegenheit angesehen wird, hatten nur 3% der britischen Bevölkerung das Recht zu wählen. Nur solche Personen, die in einem bereits im Mittelalter angelegten „Flickenteppich von Distrikten" nennenswerte Ländereien besaßen, konnten Mitglieder des Unterhauses wählen. Dieses System verweigerte somit Händlern, Handwerkern und Facharbeitern, die kein Land besaßen, das Wahlrecht. Regionen, die seit Hunderten von Jahren wohlhabend waren, wurden im Parlament überrepräsentiert, während viele neue, städtische Gebiete überhaupt keine Repräsentanten hatten. Einige Sitze im Parlament waren praktisch im Besitz von Einzelpersonen. Gegen 1867 konnten 13% der Bevölkerung wählen. Es sollte bis 1928 (weitere 61 Jahre) dauern, bevor Männer und Frauen das gleiche Wahlrecht erhielten. Demokratie kam demzufolge erst nach dem Aufstieg Großbritanniens und spielte keine Rolle bei dessen Entwicklung. Die Entwicklungsländer geben heute ihren Bevölkerungen mehr Wahlrechte, verglichen zu den bereits entwickelten Ländern, als diese durch die gleiche Stufe gingen. Daher sollte man vorsichtig sein, bevor man die Aussage in die Wirtschaftslehre einfließen lässt, dass Demokratie Wirtschaftswachstum begünstige. China, Russland (früher die UdSSR) und Deutschland haben klar bewiesen, dass Demokratie nicht die Grundvoraussetzung für wirtschaftliche Entwicklung ist, und sind ein klarer Beweis dafür, dass vieles auch ohne Demokratie erreicht werden kann. Russland und China scheinen sogar besser damit zu fahren, nicht dem Beispiel der westlichen, liberalen Demokratie zu folgen, und in der Tat fordern sie das Modell mit Verachtung heraus. So muss die Frage gestellt werden: Gibt es irgendeine Verbindung zwischen Demokratie und wirtschaftlicher Entwicklung? Wirtschaftsentwicklung benötigt eine Reihe von Richtlinien, um ein Land zu industrialisieren, damit es seine Bevölkerung ernähren kann, und um Verhältnisse zu schaffen, mit denen es seine Interessen verwirklicht. Dies bedarf einer konsequenten Politik, welche die gesamte Bevölkerung in ihre Richtung mitnimmt, weil sie sonst kontraproduktiv wäre. Der Ursprung der Entwicklung in Großbritannien lag in der Zurückdrängung der Kirche und der Übernahme liberaler Ziele, welche die Nation einten. Die Möglichkeit des Adels, Eigentum und Land zu vererben und deren Einfluss auf den Kolonialismus, brachten die Nation voran. Die UdSSR bekam ihre Stimulation durch den Untergang des Zarenreichs und wurde dann angetrieben durch die Vereinigung im Kommunismus und durch erfolgreiche Führer, die die Wirtschaftspolitik von der kommunistischen Ideologie herleiteten. Die Vereinigten Staaten entwickelten sich nach der Selbstbefreiung aus dem Würge griff der Briten, die über Leben und Freiheit bestimmten, und bildeten eine Union. Japan wurde wachgerüttelt, als es merkte, wie weit es hinter der Weltentwicklung zurücklag, und zettelte einen Wirtschaftskrieg an, um sich vorwärts zu bringen. China ist die einzige Nation, deren Entwicklung nicht vollkommen ideologisch war, sondern sich zunächst durch die Vereinigung seiner Gebiete zu einer „großen Nation" entwickelt hat. Deutschland war - was seinen Vereinigungsprozess betrifft - vergleichbar, wobei es sogar den Rassismus für seine Entwicklung benutzte, aber seinen Aufstieg grundsätzlich auf der säkular-kapitalistischen Ideologie aufbaute. Demzufolge hat die Demokratie bei der Entwicklung einer Wirtschaft praktisch keine Rolle gespielt. Keine der erwähnten Nationen kümmerte sich bei ihrer Entwicklung um ein demokratisches Mandat von seiner Bevölkerung. Die Verbindung zwischen Demokratie und wirtschaftlicher Entwicklung ist bestenfalls marginal. Die Nationen, die Demokratie befürworten, sind alle erst zum Ende ihrer Entwicklung demokratisch geworden und das chinesische Modell zeigt, dass Demokratie für wirtschaftlichen Erfolg überhaupt nicht gebraucht wird.
