In den frühen Morgenstunden des 25. Februars 1994 spazierte der israelische Siedler Baruch Goldstein, bewaffnet mit einem Galil-Sturmgewehr, in die Ibrahimi Moschee in Hebron. Von hinten eröffnete er das Feuer auf die dort betenden Palästinenser.
29 Palästinenser fanden beim Frühgebet im Ramadan-Monat den Märtyrertod, über 120 wurden verletzt. Darunter viele Kinder. Als Goldstein die Munition ausging, soll er von Überlebenden des Massakers überwältigt und erschlagen worden sein. Im Text der Shamgar-Kommission (eine von der israelischen Justiz eingeleitete Untersuchungskommission die den Tathergang untersuchen sollte) heisst es, als israelische Grenzpolizisten auf ihre Untätigkeit befragt wurden, antworteten diese, sie würden niemals auf Juden schießen, selbst wenn diese gerade dabei wären Araber zu töten.
Nach der Tat sollen neunzehn weitere Palästinenser getötet worden sein. Zum Teil bei Ausschreitungen mit Israelis. Zum Teil jedoch auch vor einem Hospital in Hebron bei dem Palästinenser Blut für die Opfer spenden wollten. Andere sollen bei der Bestattung der Märtyrer getötet worden sein. Bei den Ausschreitungen wurden ebenso fünf israelis getötet.
Als Folge wurde die Ibrahimi Moschee vom Israelischen Militär geteilt, wobei die Hälfte an israelische Siedler ging die eine Synagoge daraus machten. Einer großen Fläche um die Moschee herum, gab man den Name "H2″ und stellte sie unter totale israelische Kontrolle. Auch wenn die meisten Israelis das Attentat klar verurteilten, erbauten Sympathisanten Goldsteins ein Denkmal in Hebron für ihn mit der Aufschrift:
„Hier ruht der Heilige Dr. Baruch Kappel Goldstein, gesegnet sei das Andenken dieses aufrichtigen und heiligen Mannes, möge der Herr sein Blut rächen, der seine Seele den Juden, der jüdischen Religion und dem jüdischen Land geweiht hat. Seine Hände sind unschuldig und sein Herz ist rein. Er wurde als Märtyrer Gottes am 14. Adar, Purim, im Jahre 5754 (1994) getötet."
Vier Jahre später zerstörte die Israelische Armee das Denkmal, durch einen Beschluss des Knesset.
Am Freitag den 21. Februar 2014 zogen wieder Tausende Palästinenser durch die Straßen von Hebron um dem Massaker zu Gedenken. Gleichzeitig forderten die Demonstranten die Shuhada-Straße freizulegen. Eine Kampagne namens "Open Shuhada Street" fordert seit 2008 die berühmte Shuhada-Straße – die sich in der besetzten "H2″ Fläche befindet – wieder zu öffnen.
