Allah (swt) did not limit the choice for a Khaleefah to a particular group or make it permissible to be self-declared while forcing the Ummah to accept and submit to its authority. The man who rules the Muslims does not become Khaleefah unless the pledge of allegiance, i.e. the Bay'ah is given to him by the Ummah, either directly or through people of influence (Ahlul Hall Wal Aqd) who represent the opinion of the Muslims at large.
