"Das Regime rechnet aber damit, dass die Rebellen schließlich ermüden", meint der Syrien-Fachmann Eyal Zisser von der Universität Tel Aviv. "Wenn man um sein Leben kämpft, ist schon die Tatsache des Überlebens eine Art von Sieg", betont er.
Im Syrien-Krieg, so scheint es, kann derzeit keine Seite gewinnen. Der militärische Stillstand erhöht jedoch nicht die Erfolgsaussichten für die Genfer Friedenskonferenz, weil alle weiter auf ihren Positionen beharren.
Die Fronten im syrischen Bürgerkrieg sind weitgehend erstarrt. Seit Regierungstruppen und die verbündete Hisbollah-Miliz im Juni 2013 die Stadt Al-Kusair eroberten, hat keine Partei nennenswerte Geländegewinne erzielt. In Deraa im Süden sind Rebellen zwar in die Altstadt vorgedrungen, haben die Regierungstruppen aber nicht aus der Stadt vertrieben.
Ähnlich sieht es in der Öl-Provinz Deir al-Sor aus. Nur radikal-islamistische Milizen vergrößern ihren Einflussbereich, dies aber offenbar auf Kosten anderer Rebellengruppen.

Ob Ölförderung, Bergbau oder Textilindustrie: Der Krieg hat Syriens Ökonomie zu Grunde gerichtet. Einzig die Landwirtschaft kann zulegen. Geld verdienen momentan nur Schmuggler und Schwarzhändler.
Syrien fehlt es aber nicht nur an klugen Köpfen, meint Galina Kolev, Außenhandelsexpertin am Institut der Deutschen Wirtschaft Köln: Ein erheblicher Teil der Infrastruktur sei zerstört. Viele Unternehmen hätten deshalb ihre Produktionsstandorte nach Ägypten oder in die Türkei verlegt. "Die ökonomische Kosten des Krieges insgesamt übersteigen schon längst jährliche Wirtschaftsleistung", so Kolev. Die Investitionen seien von 2010 bis 2012 um die Hälfte zurückgegangen.
Rabie Nasser ist Forscher am Syrischen Zentrum für Politikforschung in Damaskus. Er erstellt Berichte für die Vereinten Nationen, in denen er die wirtschaftliche Lage in seiner Heimat analysiert. Dass die Sanktionen das Regime in Damaskus zum Umdenken bewegen, bezweifelt er: "Die Sanktionen treffen die Regierung, aber sie treffen auch die syrische Bevölkerung: Das Regime gibt die Sanktionen an das Volk weiter." Dadurch, dass Europa Regierungskonten eingefroren habe, fehle jetzt das Geld etwa für die medizinische Versorgung. "Die europäischen Regierungen wissen das, aber sie wollen ihren Bürgern vermitteln, dass sie den Geschehnissen in Syrien nicht tatenlos zusehen."
